Hours before the ceremony, Saini visited the Valmiki Bhawan and offered prayers at a gurdwara and the Mansa Devi temple in Panchkula.
Haryana's Home Minister Anil Vij has recommended that sanction for investigation "may be denied" in a case registered against senior IAS officer Ashok Khemka by the State Warehousing Corporation in a 12-year-old matter.
"It is very wrong and condemnable that Gurmehar has tried to do politics over her father's martyrdom," Vij, a five-time MLA said.
